Is it a sin to break the rules of your work place? and also to break a rule of your land?

I would have thought "Thou shalt not steal" would be as good a place as any to start. Using kart fuel without permission is stealing from your employer. Downloading pirated movies is stealing from the owner of the copyright. I'm an atheist and don't need scriptures to know that taking things that belong to others is wrong. You can call it a sin if you believe that sort of thing.
