Why is a highly effective metal foil used to cover the hubble space telescope?

I hope you mean reflective and not effective. Objects in space are exposed to great changes in temperature depending on weather they are exposed to sunlight or darkness. The foil will reflect the sun's heat keeping the internal temperature of the telescope more constant.
